Basic Pay in the 7th Pay Commission's Pay Matrix
To calculate your salary under the 7th Pay Commission, you need to use a specific formula and account for various allowances based on your job level and city of residence.
Calculation Steps
The general formula for calculating the revised gross salary is:
Gross Salary = Revised Basic Pay + Dearness Allowance (DA) + House Rent Allowance (HRA) + Transport Allowance (TA) + Other Allowances – Deductions (NPS, Income Tax, etc.)
Here is a step-by-step guide:
- Determine Your Revised Basic Pay:
- Find your existing Basic Pay (under the 6th CPC) as of December 31, 2015, and add your existing Grade Pay.
- Multiply this total by the fitment factor of 2.57.
- The result is your new Basic Pay in the 7th Pay Commission's Pay Matrix. You can verify this amount against the official 7th Pay Matrix table.
- Add Dearness Allowance (DA):
- DA is a percentage of your Revised Basic Pay, updated periodically by the government to adjust for inflation.
- The current DA percentage for Central Government Employees is 50% (effective January 2024), and it is expected to rise to around 58% for July 2025.
- DA = Revised Basic Pay × Current DA Percentage
- Include House Rent Allowance (HRA):
- HRA is determined by the class of the city where you are posted (X, Y, or Z) and your basic pay level.
- The current HRA rates, after the DA crossed 50% in January 2025, are:
- X Cities (Major Metros like Delhi, Mumbai, Chennai, etc.): 30% of Basic Pay.
- Y Cities (Large State Capitals/Tier-2 cities): 20% of Basic Pay.
- Z Cities (All other locations): 10% of Basic Pay.
- Add Transport Allowance (TA):
- TA varies by both your pay level and city type (Higher TPTA Cities vs. Other Cities).
- TA is a fixed amount plus DA calculated on that amount.
- Example for Levels 3–8: ₹3,600 + DA for Higher TPTA cities, and ₹1,800 + DA for other cities.
- Calculate Gross Salary and Deductions:
- Sum all components (Basic Pay + DA + HRA + TA) to get your Gross Salary.
- Subtract mandatory deductions like National Pension Scheme (NPS) contributions, Income Tax, and Central Government Health Scheme (CGHS) contributions to find your take-home net salary.
